Requests for Proposal (RFP)
Notice is hereby given that Permian Basin Community Centers for Mental Health & Mental Retardation dba PermiaCare is requesting responses for a REQUEST FOR PROPOSAL (RFP) seeking contractors experienced in flooring demolition and installation to renovate the flooring of PermiaCare’s Midland IDD Day Habilitation Program located at 1403 East Front Street in Midland, Texas. PermiaCare seeks the replacement of all existing flooring in a 6,076 square foot area with 6” by 36” porcelain or ceramic plank flooring with greyish wood grain finish using a narrow grout gap of a quarter of an inch or smaller.
PermiaCare anticipates awarding an exclusive fixed price contract which will commence on approximately August 1, 2025.
Selection of the Successful Proposer, if made, will be based upon demonstrated competence, knowledge, qualifications, and reasonableness of the proposed fee, where applicable, for the Project as evidenced by the Successful Proposer’s qualified Proposal.

Completed proposals shall be directed to the PermiaCare Purchasing Agent Sherlonda Owens by email at purchasing@permiacare.org no later than 5:00 p.m. Friday, June 27, 2025. No public opening will occur.
PermiaCare reserves the right to accept the proposal which, in its judgment, is from the most responsible contractor; to reject any or all proposals; and to waive irregularities or informalities in any proposal submitted.
The contract will be awarded either to the lowest responsible proposer or to the proposer who provides goods or services at the “best value” for PermiaCare.
