Local Planning and Network Development (LPND)

LPND

PermiaCare is required by rules passed by the 80th Texas legislative session to develop a two-year local plan for the development of an external provider network for mental health services. This plan will provide a standardized, transparent process for planning and developing a network of mental health service providers, emphasize a choice of providers, and allow for local control through stakeholder input while requiring the network to be managed by PermiaCare.

In accordance with Texas Health and Safety Code (THSC), §533.0352 (Local Authority Planning for Local Service Area), “each local mental health and mental retardation authority shall develop a local service area plan to maximize the authority’s services by using the best and most cost-effective means of using federal, state, and local resources to meet the needs of the local community according to the relative priority of those needs.”

THSC §533.03521 requires PermiaCare to “develop a local network development plan regarding the configuration and development of the local mental health authority’s provider network. The plan must reflect local needs and priorities and maximize consumer choice and access to qualified service providers.” Questions should be directed to: 401 E. CLSP

The Consolidated Local Service Plan (CLSP) encompasses all of the service planning requirements for LMHAs.

The CLSP has three sections: Local Services and Needs, the Psychiatric Emergency Plan, and Plans and Priorities for System Development.

 

YES Waiver Services

PermiaCare has been contracted with DSHS to administer and provide services as part of a new Medicaid 1915 (c) waiver entitled the YES Waiver.  The intention of the YES Waiver is to reduce out-of-home placements and inpatient psychiatric treatment by all child-serving agencies through the provision of a complete continuum of community-based services and supports for children and adolescents who have serious emotional disturbances (SED) and their families.

IDD Local Plan

The purpose of the PermiaCare (Center) Intellectual and Developmental Disabilities (IDD) Local Plan (Plan) is to define a plan that communicates the mission, vision, values, goals, and objectives throughout the organization. It furthers the Center’s development by providing a framework to accomplish those goals and objectives. The Plan describes the Center’s IDD programs and services. The Plan is designed to be responsive to community and individual needs and improve individual outcomes.
